He is a seasoned expert in project controls, planning, scheduling, cost control, and delay analysis, and has lent his expertise to Developers, Project Management Consultancies (PMCs), and Contractors in various facets of the construction industry.

Born in Cairo, Egypt, in 1976, Samy’s career journey has been marked by continuous growth and innovation. He has championed the establishment and advancement of project management systems, processes, and digital tools, elevating project execution to new heights. His contributions span across both organizational and project-specific levels, solidifying his deep understanding of systems development, procedural implementation, and change management.

As an authority in project management, Samy has provided invaluable insights into matters of project delays, disruptions, and acceleration. He has authored numerous independent expert reports for proceedings in the DIAC and UAE Courts and participated in Alternative Dispute Resolution (ADR) sessions across the UAE.

Samy’s dedication to Project Management was evident when he established his project management consultancy OPMSconsult in 2020 in Dubai , where he has offered his expertise to esteemed organizations such as Expo2020, Emaar, RAQ, China State, Engineering construction company and more. He led the development of “PMO, Project Controls, and Planning” framework that elevated project management practices, integrating digital construction management for enhanced outcomes and reduced risks. He has also played a pivotal role in the management of claims, dispute resolution, and arbitration, leveraging his extensive knowledge in contract administration and commercial matters.

With a notable career history, Samy served as the Group Project Controls & Planning Manager at ECC Dubai UAE, and previously as the Head of Project Controls & Planning Department at HLG ” Leighton Group” Dubai, UAE. His achievements include introducing innovative contract and claims management systems, securing Extension of Time awards, and implementing Lean productivity management systems to drive performance.

Samy purses a Master’s degree in Project Management from the University of Salford (Manchester, UK), along with certifications such as PSP® (Planning & Scheduling Professional) and PMP® (Project Management Professional). He is an active member of esteemed professional organizations like the Project Management Institute (PMI), Arabian Gulf Chapter (PMI), American Association of Cost Engineers (AACE), and more.

Beyond his professional achievements, Samy has published several research papers on topics like change management, project processes, claims procedures, and project management office establishment.
